TRI's Outcomes Framework for investors equips organizations that "invest" in innovators to achieve the desired results in the form of human gains. The investors are not service providers and do not produce outcomes themselves. The innovators, however, are service providers that work directly with the populations where the change occurs. The investor's understanding of the Outcomes Framework is critical because the investor defines their expectations for service providers, and they must be able to articulate those expectations. Ultimately, the investor's ability to convey the expected outcomes directly impacts human gains.
